Hamble Airfield Quarry Planning Inquiry โ Change of Venue for Monday’s Parish Council Meeting and Further Information

Until recently, the proposed quarry at Hamble Airfield was just that โ ๐ข ๐ฑ๐ณ๐ฐ๐ฑ๐ฐ๐ด๐ข๐ญ. But following the Inspectorโs report last month, itโs now a certainty unless a legal challenge is made.
Over the past decade, residents, businesses, schools, and local groups have done an incredible job keeping the quarry at bay โ itโs taken huge effort and determination to get this far. ๐ข๐ป ๐ ๐ผ๐ป๐ฑ๐ฎ๐, ๐๐ต๐ฒ ๐ฃ๐ฎ๐ฟ๐ถ๐๐ต ๐๐ผ๐๐ป๐ฐ๐ถ๐น ๐๐ถ๐น๐น ๐บ๐ฒ๐ฒ๐ ๐๐ผ ๐ฑ๐ฒ๐ฐ๐ถ๐ฑ๐ฒ ๐๐ต๐ฒ๐๐ต๐ฒ๐ฟ ๐๐ผ ๐๐ฎ๐ธ๐ฒ ๐๐ต๐ฒ ๐ณ๐ถ๐ป๐ฎ๐น ๐ฝ๐ผ๐๐๐ถ๐ฏ๐น๐ฒ ๐๐๐ฒ๐ฝ ๐๐ผ ๐ฐ๐ต๐ฎ๐น๐น๐ฒ๐ป๐ด๐ฒ ๐๐ต๐ฒ ๐ถ๐ป๐๐ฝ๐ฒ๐ฐ๐๐ผ๐ฟ’๐ ๐ฑ๐ฒ๐ฐ๐ถ๐๐ถ๐ผ๐ป.
As you may have seen in last nightโs post from Hamble Peninsular Residentsโ Group, there are two options to consider:
๐ข๐ฝ๐๐ถ๐ผ๐ป ๐ญ โ ๐๐ต๐ฎ๐น๐น๐ฒ๐ป๐ด๐ฒ ๐๐ต๐ฒ ๐๐ฒ๐ฐ๐ถ๐๐ถ๐ผ๐ป
The only way to stop the quarry now is through a Statutory Review โ a legal process that looks at whether the Planning Inspector made an important mistake in law.
- Itโs a technical legal case, run by lawyers, and decided by a judge.
- Stage 1: Convince a judge thereโs an โarguable caseโ โ ๐ฐ๐ผ๐๐ ๐ฎ๐ฏ๐ผ๐๐ ยฃ๐ฎ๐ฑ,๐ฌ๐ฌ๐ฌ (under ยฃ15 per household, this financial year).
- Stage 2: If allowed to proceed, argue the full case in court โ ๐ฎ ๐ณ๐๐ฟ๐๐ต๐ฒ๐ฟ ยฃ๐ฏ๐ฌ,๐ฌ๐ฌ๐ฌ (under ยฃ20 per household, probably next year).
- If successful, the original inquiry would be re-opened and reviewed.
- If unsuccessful, the quarry will proceed, and we will need funds available to ensure that Cemex meets their commitments and to protect the village.
Our legal team believes there ๐ข๐๐ฎ be an arguable case โ mainly around ecological issues that possibly were not handled correctly.

If we donโt pursue the legal route, we must turn our focus to ๐ฝ๐ฟ๐ผ๐๐ฒ๐ฐ๐๐ถ๐ป๐ด ๐๐ฎ๐บ๐ฏ๐น๐ฒโ๐ ๐ถ๐ป๐๐ฒ๐ฟ๐ฒ๐๐๐ while the quarry is developed and run. That means:
- Monitoring traffic, air quality, noise, and safety.
- Keeping a close eye on what is used to backfill the site.
- Making sure Cemex complies with every planning condition.
Due to the current local government reorganisation, Hampshire County Council and Eastleigh Borough Council will be replaced by a new unitary authority in 2027/28. This means that Hamble Parish Council will be the only ๐๐ช๐ง๐ง๐๐ฃ๐ฉ authority left to hold Cemex to account.

At Mondayโs meeting, the Parish Council will consider the legal advice provided, the feedback from the community, and the likely costs involved in the two options. Having weighed up all this information, we will then decide which option to choose. We have fought very hard against putting a quarry at the heart of our village, and remain firmly opposed to the planning application. However, as a local authority, and as part of the democratic process, we are obliged to give due consideration to every decision which requires allocating public funds.
